The objective of the DC4EU project is to support the public and private sectors in the fields of education and social security through the implementation of modern, interoperable digital services at the European level. Since 2021, the European Commission has been revising the eIDAS Regulation with the goal of introducing the European Digital Identity (EUDI) Wallet. The EUDI Wallet will enable individuals and businesses to use digital identities to access both public and private services across Europe. The DC4EU project is one of four pan-European pilot initiatives designed to assist member states and stakeholders in preparing for the adoption of the European Digital Identity Regulation (eIDAS 2.0), now under development. The project aims to verify the feasibility of using the European Digital Identity Wallet in the education sector (for educational credentials and professional qualifications) and in the field of social security (PDA1 and EHIC). Testing the EUDI Wallet in large-scale pilot projects enables verification of the technical specifications developed by the European Commission for European electronic identity. DC4EU is the first European initiative to utilise the European Blockchain Services Infrastructure (EBSI) on a large scale as a trusted source of data for the European Digital Identity Wallet. 

The project is led by the Spanish MINISTERIO DE ASUNTOS ECONOMICOS Y TRANSFORMACION DIGITAL (MINECO – SGAD). The consortium is comprised of 80 organisations from 22 EU member states, as well as from Norway and Ukraine. The consortium includes public and private entities, such as wallet issuers, credential providers, trust service providers, and operators of trusted registers that store source data. The consortium’s structure is designed to enable comprehensive wallet testing with the use of electronic attestation of attributes and documents.

The DC4EU project will focus on the issuance of educational certificates and verification of professional qualifications. DC4EU is an international initiative critical for the preparation of recommendations to amend EU law. The project’s results will contribute to member states’ efforts to build the European Digital Identity Wallet, which will become a key element for cross-border use of digital identities, electronic signatures, authentication, educational credentials, and social security.

DC4EU is an international project implemented under the Digital Europe Programme. The programme is part of the 2021–2027 Multiannual Financial Framework and the European Commission’s response to the challenges of digital transformation within the European Union.
