It also explores AI solutions that can be customised for particular industries or developed specifically for the Polish language. OPI PIB develops innovative technologies for digital medicine. The institute converges research teams from the science and healthcare sectors to implement innovation that improves healthcare standards in Poland. OPI PIB utilises the potential of generative AI for elderly people. It also work on innovative tools for interaction between humans and artificial cognitive systems.<\/p>\n<\/div>\n\n\n\n The Polish Ministry of Science and Higher Education is OPI PIB’s key client, for which the institute develops IT systems that integrate data on science and higher education in Poland. OPI PIB’s studies and analyses assist scientific institutions and research funding agencies in decision-making processes.<\/p>\n<\/div>\n\n\n\n OPI PIB organises calls for proposals under Action 2.4 of the European Funds for Smart Economy (EFSE) programme, and supervises their implementation. The full title of the action is Smart Economy Research Infrastructure (SERI)<\/em> and is part of \u00adPriority 2 \u2013 Innovation-friendly environment. The action is designed to support the development of research organisations comprehensively, with support tailored to current trends and social needs. Head<\/p>\n\n\n\n An experienced researcher, lecturer and IT professional with many years of experience in computer science and artificial intelligence.<\/p>\n\n\n\n Jaros\u0142aw obtained a master\u2019s degree at the Bia\u0142ystok University of Technology and a doctoral degree at the Systems Research Institute of the Polish Academy of Sciences. Both of his theses concerned artificial neural networks. In 2024, he was awarded the title of doctor habilitus in information technology and telecommunications at IBS PAN. His habilitation thesis explored knowledge recommendation systems with computational intelligence algorithms that support the selection of reviewers and experts, and innovation.<\/p>\n\n\n\n Jaros\u0142aw’s research interests include software design and development, artificial intelligence and machine learning. He has extensive IT experience as a software developer, designer and project manager. <\/p>\n\n\n\n Since 2005, Jaros\u0142aw has been employed by OPI PIB, where he initially served as a software developer and designer. Later, as an assistant professor, he established and managed the Laboratory of Intelligent Information Systems\u2014the largest laboratory of the institute. He currently serves as the head of OPI PIB.<\/p>\n\n\n\n Jaros\u0142aw is also an experienced academic teacher who is responsible for lectures in software development and machine learning at the WIT Academy.<\/p>\n<\/div>\n<\/div>\n\n\n\n Joanna joined OPI PIB in 2010. She initially worked as part of the Polish-Swiss Research Program team. In 2012, she assumed the position of system project coordinator, and in 2015 became the manager of the Project Coordination and Social Communication Unit.<\/p>\n\n\n\n Between 1998 and 2008, Joanna worked at the Cooperation Fund Foundation, where she was the head of the unit responsible for subsidies for Polish NGOs, as well as participating in the handling of Phare and pre-accession funds.<\/p>\n\n\n\n Joanna is a graduate of Warsaw University with a degree in sociology.<\/p>\n<\/div>\n\n\n\n Deputy Head Deputy Head Deputy Director of OPI PIB responsible for software development. Marek is also the project manager for the Integrated System of Information on Science and Higher Education (POL-on). He is a member of the advisory team for open scientific resources at the Polish Ministry of Education and Science.<\/p>\n\n\n\n Marek obtained a master\u2019s degree in sociology at Cardinal Stefan Wyszy\u0144ski University in Warsaw and a Bachelor of Engineering degree in computer science at Warsaw School of Information Technology under the auspices of the Polish Academy of Sciences. He completed postgraduate studies in Business Informatics at Warsaw School of Economics (SGH) and MBA Kaizen Industry 4.0 postgraduate studies at the Warsaw University of Technology Business School.<\/p>\n\n\n\n Marek has many years’ professional experience and holds certificates in information system analysis. He is a member of two teams established by the Polish Minister of Science and Higher Education: one advising on scientific resources and the other focused on the preparation of a higher education development strategy project. His professional interests include agile project management, software design and development, and organisational culture management.<\/p>\n<\/div>\n<\/div>\n\n\n\n Emil graduated from the Lodz University of Technology, where he was awarded a master\u2019s degree in telecommunication systems. He has also completed an MBA programme for IT professionals at the Polish\u2013Japanese Academy of Information Technology.<\/p>\n\n\n\n Having joined OPI PIB in 2017, Emil served as the head of the Laboratory of Databases and Business Analytics for nearly five years, before assuming the position of head of the Data Warehouse Department.<\/p>\n\n\n\n With over ten years of professional experience, Emil is a certified expert in corporate architecture, business intelligence systems, and low-code software development. His professional interests include data management, cybersecurity, DevOps, and the practical use of low-code technologies in streamlining business processes.<\/p>\n\n\n\n Emil is also an open data representative of the Polish Minister of Science and Higher Education.<\/p>\n<\/div>\n\n\n\n Deputy Head Deputy Head Konrad joined OPI PIB in 2008. Initially employed as an accounting specialist, he later became an independent accountant, eventually ascending to the post of deputy chief accountant. Since being appointed chief accountant in 2018, he has been responsible for the finances, taxes and accountancy management of OPI PIB.<\/p>\n\n\n\n Konrad has many years\u2019 professional experience in finance and accounting, and holds an accounting certificate awarded by the Polish Minister of Finance, as well as a chief accountant certificate.<\/p>\n\n\n\n Konrad is a graduate of the Faculty of Finance at Krak\u00f3w University of Economics; he also completed postgraduate studies in corporate accounting and finance at Pozna\u0144 University of Economics and Business. He began his professional career in 2001 as an accounting specialist in the private sector.<\/p>\n<\/div>\n<\/div>\n<\/div><\/div>\n<\/div><\/section>\n\n\n\n The Scientific Council of OPI PIB, as an advisory and opinion-forming body, comments on matters that concern the scientific activity of the institute, including the professional development of scientific, technical and research staff.<\/strong><\/p>\n\n\n\n The scope of the Scientific Council\u2019s activities is detailed in the Act on Research Institutes. Council meetings are held at least twice a year.
